I would use a heavy musky rod with 100lb power pro attached to a 130lb fluoro leader (Ande or Yo Zuri)
For bait the old choc chip cookie with a quick-strike rig using 7/0 circle hooks should do it. Wait until he swallows it then set the hook hard.....good luck and tight lines
