Is there a way to track an item that dosent have tracking number at USPS?

I have an item shipped from Tampa to Colombia, it was shipped at July 20, I'm still waiting for it... someone at USPS stole it, is there a way to request info? paying or not?
Also, I have contacted USPS support a lot ot times, they only say I have to wait because it is not lost and there is no way to track it. How is that?, a company that dosent know about their stuff..

It's many, many times more likely that it was stolen in Columbia.

Even if you buy tracking, once it leaves the USA, that means it's out of the hands of the USPS. Then, they can't track it, they have to depend on the goodwill of the receiving country.

If you bought insurance for it, or delivery confirmation (not likely, in Columbia, SA), they can still track it . . . until it leaves the USA. If you sent it Global Priority, it can still be tracked by the receiving country.
