How is it possible to pay off one credit card with another?

I keep hearing people lament about their never ending cycle of paying off one credit card with another. In my experience, this was never an option. I have three credit cards and all must be paid from a bank account. Adding a credit card to the list of payment sources has never been an option. I wouldn't use it even it if were. I am just curious about how it really works.

I will say the following to avoid any backlash: I have absolutely no need to circumvent my credit card bills. I pay them in full every month.
I constantly see advertisements for transferring balances on all of my credit cards' websites. I wondered if that was it, but I never cared to waste time investigating.

This particular "nonsense" was invented by the Credit Card Companies.
The imfamous "balance transfer" offer you get with virtually any credit card application.

And when you tempt the "credit addicted" then you get what you ask for... the crowd that constantly shuffles their credit card deck and moves the amounts owed from one "old" card with a high APR to a new card with a low APR....

Only problem... within no time do they have balances again on the just "cleared" card until one day the debt is so large it virtually eats up all the income just to satisfy the minimum payments due on all of them.
